An Act to Minimize Carbon Dioxide Emissions from New Coal-powered Industrial and Electrical Generating Facilities in the State
LD 2126 requires Maine to develop standards regulating CO2 from gasification facilities, coal-to-liquid refineries, and major new power plants. It also places a three-year moratorium on any new coal gasification construction, putting an end to Twin River Energy Centers’ plans to build a coal gasification plant in Wiscasset.
