The original bill, which became the Minority Report, would have extended protection of Maine’s freshwater wetlands from wetlands 10 or more acres in size to all wetlands of one or more acres. The amended bill supported by the majority of the committee provided no real new protection for wetlands; it only required developers to identify wetlands when submitting a subdivision application to planning boards. Weaker version was passed into law
